Central Tel Aviv plan to add thousands of homes and raise betterment levy income

The plan for Tel Aviv's districts 5 and 6 is expected to add thousands of apartments between the beach and the Ayalon highway. It builds on the "Shaked alternative" and would let the city collect billions of shekels in betterment levies (heitel hashbacha) already when apartments are sold.
