Betterment levies on urban renewal projects to be reset by May 2027

1 November 2026 Β· Based on Israel Real Estate Center

Israel's Urban Renewal Authority told local councils they must reset betterment levy rates for pinui-binui (demolish and rebuild) projects by 1 May 2027, for the next five years. Councils can choose full exemption, 25% or 50%, with 25% as the default. The authority warns high levies hurt project viability.

What it means for buyers abroad

Lower levies could make more renewal projects viable, which matters for buyers considering apartments in such schemes. Rates will vary by municipality.
